OpenAI Partners With Tata Group for Major AI Data Center Expansion in India

OpenAI has signed a new agreement with Tata Group to secure 100 megawatts of AI-ready data center capacity in India, with plans to eventually scale up to 1 gigawatt. The move marks one of OpenAI’s biggest infrastructure commitments in the country so far and reflects its growing focus on India as a key market for both enterprise adoption and technical expansion.

The partnership is part of OpenAI’s global Stargate project, which aims to build the computing backbone needed to support advanced AI systems. As part of this deal, OpenAI will become the first customer of Tata Consultancy Services’ HyperVault data center business. The agreement begins with 100 megawatts of capacity and may expand tenfold over time. In addition to infrastructure, the deal includes rolling out ChatGPT Enterprise across Tata’s workforce and integrating OpenAI’s developer tools into Tata’s software operations.

Why local data centers matter

Running advanced AI systems requires massive computing power. Training and operating large models depend on clusters of graphics processing units, or GPUs, which consume significant amounts of electricity. A 100 megawatt commitment is already substantial by industry standards. If expanded to 1 gigawatt, the facility would rank among the largest AI-focused data center deployments worldwide.

Having local data center capacity in India offers several advantages. It reduces latency, meaning users get faster responses. It also helps companies meet data residency and compliance requirements, especially in regulated sectors such as banking, healthcare, and government services. For many enterprises, storing and processing data within national borders is not optional. It is required by law or policy. By hosting its most advanced models locally, OpenAI can serve these customers more effectively and potentially unlock new business opportunities.

Enterprise rollout across Tata companies

Beyond infrastructure, the partnership includes a large-scale enterprise collaboration. Tata plans to deploy ChatGPT Enterprise across its workforce over the coming years. The rollout is expected to begin with hundreds of thousands of employees at Tata Consultancy Services, commonly known as TCS.

If fully implemented, this would be one of the largest enterprise AI deployments globally. TCS also plans to standardize AI-driven software development using OpenAI’s tools, including Codex. The goal is to make AI part of daily workflows for engineers and business teams rather than treating it as a separate experiment.

N Chandrasekaran, chairman of Tata Sons, said the partnership would help build advanced AI infrastructure in India while preparing the country’s workforce for an AI-driven future. Financial details of the agreement were not disclosed. It is not clear whether OpenAI is making a capital investment in HyperVault or leasing the capacity.

India is a fast-growing market

India has quickly become one of OpenAI’s most important growth markets. According to CEO Sam Altman, the country now has more than 100 million weekly ChatGPT users. These users include students, teachers, developers, entrepreneurs, and business professionals. The scale of adoption has encouraged OpenAI to deepen its presence in the country. Under its “OpenAI for India” initiative, the company has been building partnerships across education, payments, and enterprise software.

The HyperVault data center project itself has significant backing. In November 2025, TCS secured support from private equity firm TPG to develop AI-ready infrastructure under the HyperVault brand. The platform is backed by roughly ₹180 billion, or about $2 billion, in planned investment. It is designed to support large compute workloads for global technology companies and enterprise customers.

Expanding training and certification programs

As part of the broader collaboration, OpenAI will expand its certification programs in India. TCS will become the first participating organization outside the United States. These certifications are meant to help professionals build practical AI skills that can be applied across industries.

The move builds on OpenAI’s recent partnerships with Indian institutions in engineering, medicine, and design. By combining workforce training with infrastructure investment, the company appears to be pursuing a long-term strategy in the country.

New offices and broader ecosystem

OpenAI also plans to open new offices in Mumbai and Bengaluru later this year, adding to its existing presence in New Delhi. The expansion will support enterprise partnerships, developer engagement, and coordination with regulators.

The announcement coincides with India’s AI Impact Summit in New Delhi. Leaders from global AI companies are participating, including Sam Altman, Dario Amodei of Anthropic, and Sundar Pichai of Google. Indian startups and enterprises are also showcasing AI applications in sectors such as finance, healthcare, and education.

In recent months, OpenAI has formed partnerships with several Indian companies, including Pine Labs, HCLTech, PhonePe, CRED, and MakeMyTrip. These deals are aimed at embedding OpenAI’s models into consumer platforms, enterprise systems, and digital payments infrastructure.

A long-term commitment

Taken together, the data center expansion, enterprise deployments, certification programs, and new offices signal OpenAI’s most comprehensive push yet in India. The company is not only targeting consumer users but also investing in the physical and organizational foundations needed to support advanced AI at scale.

If the planned 1 gigawatt expansion materializes, it would place India at the center of one of OpenAI’s largest infrastructure bets outside the United States. For the Tata Group, the partnership strengthens its position in AI infrastructure and enterprise services. For OpenAI, it is a strategic step toward making India a core pillar of its global growth strategy.
